Approval of Previous Meeting Minutes:
Minutes were approved for September 14, 2006 and November 9, 2006. Ron Temaat made motion, Bud Estes 2nd all approved
and motion was carried.
Public Hearing/Presentations:
Ed Elam, Ford County Administrator, spoke on the following items: Dial Ethanol Plant, Casino, Landfill, Koch Industries Upgrade,
Spearville Wind Farm Phase 2, & Phase 3, Jail, By-Pass US 50 to US 56/283, and 911 emergency addressing plan.Dennis Veatch, Development Services Administrator for Dodge City, went over Dodge City Capital Program Improvement Outline
for 2008. He distributed a hand out showing a 5-year plan. He discussed possible growth for Dodge City and outlying areas due to
the casino coming in, historical preservation and updated information on the Industrial Park.John Curtis informed the board on the water project that is being done in Bucklin and that the City of Bucklin is offering some lots of
land free that the city acquired from a tax sell for building in Bucklin. There are requirements that the builder will need to meet.Old Business:
Mark discussed that Ford County is looking at hiring a consultant to help update the Ford County Subdivison Regulations, Zoning
Regulations and Flood Mitigation Plan. Dennis Veatch discussed how Dodge City is looking at hiring a consultant to help update
Dodge City Comprehensive Plan and maybe the county and city could work together on this.New Business:
The board welcomed Dennis Veatch who is stepping in as a staff member taking Mike Gurnee’s place. The board also
congratulated John Curtis and Ron Temaat on being reappointed by the Ford County Commissioners on another 3-year term.Grant Power made motion and Phil Derstein 2nd the motion to reappoint John Curtis as Chairperson. All approved and motion
carried.Mike Bosley made the motion and Bud Estes 2nd the motion to reappoint Lee Cole as Vice Chairperson. All approved and motion
carried.The Planning Joint Board was presented a copy of the new fee schedule that was voted on and passed by the Ford County
Commissioners. After much discussion, Ron Temaat made a motion and Phil Derstein 2nd the motion to request that the
Commissioner review and reduced the preliminary and final plat fees. All approved and motion carried.Adjournment:

Approval of Previous Meeting Minutes:
Minutes were not approved due to not having a quorum.
Public Hearing/Presentations:
Dennis-(Dodge City) The Dodge City Commission passed a resolution approving the Casino and the zoning for the property west
of the city. The city is acquiring the land for the 2nd Phase of the Wyatt Earp Project, is working on making downtown Dodge an
Historic District.Phil-(Ford)Discussed a little about the gas and oil wells being drilled and how it would be helpful if the company would sell that gas
to the city of Ford.Ron-(Wright) The ethanol plant is hoping to start building in six months.
Mark-(Ford County)Tom Stanley has applied to join this board. He will represent the Ford County Zoning Board. Dial Ethanol Plant
has had their hearing on the Air permit but KDHE has put a hold on all air permits for now. Boothill Bio fuel has applied for an
extension on their conditional use. SW By-Pass is shooting for January 17th to release the bids to start construction. The company
Westwood is doing the survey for Phase II of the wind farm. They are hoping to locate some corner stones for the county and will do
a fly over and provide for the county the contours of the land.John-(Bucklin) Looking into adopting the Neighbor Revitalization Program. This is a program to promote the revitalization and
development of rural communities. It was discussed and it was the consensus of this group that all tax entities look into adopting this
program and requested that this recommendation go before the Ford County Board of Commissioners.Old Business:
Comprehensive Plan- 5 pages of the comprehensive plan were handed to discuss possibly changes. This was tabled till the next
meetingOther Regulation Updates-Mark is working on updating the subdivision regulations.
Fee Schedule-The board is requesting a reply from the County about their suggestion on lowering the emergency fees or
explanation as to why the high cost.New Business:
KCP&L-They are purchasing 100 megawatts from the Phase II of the Spearville Wind Farm. The 50 megawatts left over will be
applied to Phase III.Horizon Wind Energy- They are installing five monitoring tower in the Bucklin-Kingsdown area.
Grant Powers and Mike Bosley have agreed to retain their position on the Joint Planning Committee
