THE BOARD OF COUNTY COMMISSIONERS OF FORD COUNTY, KANSAS MET IN BUDGET WORK SESSION IN THE FORD COUNTY GOVERNMENT CENTER COMMISSION CHAMBERS JUNE 18, 2007, with Commissioners T. Kim Goodnight, John F. Swayze, Terry C. Williams, Victoria Wells-County Clerk and Edward Elam-County Administrator were present. 

 

Mr. Goodnight opened the meeting at 1:15 P. M. and reminded those in attendance that no action would be taken.

 

County Clerk-Victoria Wells discussed training needs, merit wages to cover more than insurance increases, increase in election cost and she proposed a flat rate of pay for the election board workers.

 

District Court-Lanna Nichols explained the need for an accurate budget for custodian and interpreter wages.

 

County Treasurer-Debra Pennington had compared her department to other counties, and that the starting wage should be increased, insurance costs and she would like to fill a vacancy.

 

County Appraiser-Patti Israel was absent.

 

Communications-Linda Smith discussed the shortage of staff, training needs, family health insurance, and shift differentials.

 

County Attorney-John Sauer was absent.

 

Register of Deeds-Brenda Pogue discussed future electronic filings of documents.

 

Health Department-Angela Elder discussed rate of pay and work week hours, grants and county contributions, clerical positions need an increase of pay as well do the registered nurses.

 

Sheriff Department-Sheriff Dean Bush discussed wage issues for the records clerks, and detention officers, a need to consider longevity pay, deputy and master deputy levels with the possibility of adding another level to be more competitive with the city police department.

 

Fire/EMS Department-Chief Russ Smith discussed shift rates and averages, payroll incentive program and service needs.

Information Technology Department-Richard Werner discussed retention of employees, the lack of a job pool, longevity, establishing a mileage fee by log, instead of by rate and health insurance issues.

 

Road & Bridge-Edward Elam discussed uniform appreciation, worker’s  compensation has been cut considerably, overtime has been reduced, five (5) open positions, but no qualified applicants, pay adjustment is low compared to other counties and longevity. Martin Bolmer added comments regarding morale, uniforms and suggested a change in time off to personal time.

 

Noxious Weed-Jeff Stauth discussed the need to keep long term employees (longevity).

 

Landfill-Brian Herbert discussed incentives to keep good employees.

 

Buildings & Grounds-Don Larman also discussed incentives to keep good employees.

 

Mr. Elam asked the Board to set a time for a walk through of the county building on Water Street and the property owned by Mr. Michael Burkhart on First Avenue.

 

Ms. Wells reminded the Board of the canvass of votes on June 29, 2007 at 9:00 A. M.

 

It was the consensus of the Board to schedule a walk through at 9:30 A. M. on June 29, 2007 right after the canvass of votes.

 

Mr. Williams stated he would not be here for that meeting and asked that Richard Werner be his canvasser designee.

 

Upon the motion of Mr. Goodnight and seconded by Mr. Swayze, moved to adjourn at 4:20 P. M.; the vote being: Swayze-yes, Goodnight-yes and Williams-yes.

 

There being no further business to come before the Board of County Commission at this time 4:20 P. M., said Board adjourned.
