In order to vote in official elections in Kansas, a person must possess the constitutional qualifications of an elector and must be registered to vote.

The constitutional qualifications to vote in Kansas are: (1) eighteen years of age or older, (2) U.S. citizenship, and (3) residency in Kansas. There is no length of residency requirement in Kansas other than the 14 days one must be registered before the election. [Kansas Constitution, Article 5, Section 1] 

Further, there is a statutory requirement of registration before voting. [K.S.A. 25-2302] A person possessing the constitutional qualifications may apply for registration to the county election officer of the county where the person lives, using an application form approved by the Secretary of State [K.S.A. 25-2309(a)]

A special provision allows seventeen-year- olds to vote if they will be eighteen before the next statewide general election. [K.S.A. 25-2306] This does not allow them to vote in the primary or at any other election before attaining the age of eighteen.

FIRST TIME VOTER IDENTIFICATION:
All first-time voters in the county must provide identification when registering to vote, sometime after registering, when voting, or after having cast a provisional ballot. “First-time voter” is defined in Kansas law as a registered voter who has not previously voted in any election in the county in which the voter desires to vote. It includes a person who was previously registered, and may have voted, but whose name was removed from the registration list (due to felony conviction, moving out of county or state, or court order) and has re-registered.
The definition of who must provide identification is different in Kansas than the minimum requirements of HAVA. HAVA requires identification of all first-time voters in the state who registered by mail. In Kansas, the definition is applied to voters in the county regardless of the method, time, or circumstances of registration.
The identification requirements apply to advance voters and permanent advance voters.
If a first-time voter fails or refuses to provide identification, the voter may cast a provisional ballot, but the ballot is not counted unless the voter provides identification to the county election officer before the county canvass.

HAVA and state law allow the following types of documents to serve as valid ID:
• Driver’s licenses
• Nondriver’s identification cards
• Bank statements
• Utility bills
• Paychecks
• Government checks
• Other government documents
The forms of ID listed above MUST either contain the voter’s name and photo or the
voter’s name and current address.
If the voter provides an ID with an address not matching that on the registration list, the ID is not valid.
ADVANCE VOTING INFORMATION:
 Advance voting is available for any registered voter.  This may be done by mail, or in person.  Applications for permanent advance voting shall be on a form prescribed by the secretary of state for  that purpose. Those particular applications shall include an affirmation substantially the same as other advance ballot applications, and in addition  a statement regarding the permanent character of such illness or disability.   Application is available on the Secretary of State’s website:   http://www.kssos.org/forms/Elections/AV2.pdf
 If requesting an advance ballot by mail, an application must be filled out & sent to the County Election Office (Ford County Clerk’s Office, Ford Co. Government Center, 100 Gunsmoke, Dodge City) FOR EACH ELECTION.  To request an advance ballot application, please call the Ford County Clerk's office at 620-227-4553, or e-mail vwells@fordcounty.net or sseibel@fordcounty.net  including  your name and address.

Complete the application and return it to the clerk's office. You can have a ballot mailed to you starting 20 days before the election.
Completed applications may be faxed (620-227-4699). Once the application has been received, the appropriate ballot will be mailed to the voter.  It will be necessary to keep in mind the time involved with the mail.
 ALL ADVANCE BALLOTS MUST BE RETURNED TO THE COUNTY ELECTION OFFICE BY 7:00 P.M.   ELECTION DAY.
ABOUT PROVISIONAL BALLOTS:
Provisional ballots allow voters the right to vote when there may be a question regarding that voter’s registration.
If the reason for your provisional ballot was the inability to provide an ID, you must provide ID BEFORE the canvass of votes. You may submit your ID to the Ford County Clerk’s office in person, by mail or electronically.
Opening of provisional ballots will not occur prior to the canvass of votes. The Clerk’s office will research the reason for your challenged ballot prior to that time.
The Board of Canvassers meet on Friday or Monday following the election. They will determine whether to count your provisional ballot. Voter registration laws of the State of Kansas set out the determining factors.
